Can this be used to seal petri dishes?

I will assume you are referring to sealing the space between the lid and the dish. The tape is only 1/2' wide so I think you would want something a litter wider. That being said it does provide a good seal.

is this tape supposed to adhere to itself? does it require water or something to do that? the one i received doesn't adhere to itself.

It’s not sticky like a tape- it’s wax. You can run it together with your fingers and it will shape it together. I think the warmer your fingers are the faster/better it would mold.

Is this really "m" type parafilm? i have never seen parafilm m sold in this width and without the paper backing.

I don't know what "m" type parafilm is but I use it to wrap plants around a piece of wood or stick to hold it upright.
